    Nigeria’s government has launched the construction of the Lekki Deep Sea Port in Lagos, pledging to provide the needed support for the project.

    Located at the center of the Lagos Free Trade Zone, the deep sea port will feature three container berths, one dry bulk berth and three liquid berths. It would be capable of handling up to 2.7 million TEUs on an annual basis.

    Port developers are also expected to undertake dredging of the port channel to a depth of about 16 meters in an effort to accommodate larger ships.

    The USD 1.5 billion project, which is expected to be finalized in 2020, would deliver one of the largest sea ports in the region, Muhammadu Buhari, the President of Nigeria, was cited as saying during the inauguration ceremony, held on March 29.

    The port would enable Nigeria to maintain its position as a leading maritime hub in the West Africa and Gulf of Guinea Maritime Domain.

    The development of Lekki Deep Sea Port has been conceptualized on the basis of a significant gap in projected demand and capacity. Market studies indicate that the demand for containers is expected to grow at a CAGR of 12.9% up to 2025. The capacity shortfall for container terminal facilities in Lagos was projected to reach up to 5.5 million TEUs in 2025.

    The port of Townsville in Australia has completed the AUD40.7 million (USD31.2 million) upgrade of its Berth 4 container and general cargo facility.

    The two-year project has resulted in a full upgrade of the inner harbour berth, enabling larger vessels to call at the port. The project doubled the capacity of Berth 4 and has increased the throughput capacity of the port by 20 percent.

    While the berth has now officially opened, the next phase of the project will see investment in cargo handling infrastructure.

    Port of Townsville ceo, Ranee Crosby, said: "This latest investment is part of a programme of works to ensure international shipping lines have reliable and efficient berth access, giving our customers efficient infrastructure to handle their cargoes.

    "The next step will be a AUD27.3 million (USD20.9 million) investment into state-of-the-art cranes and cargo handling infrastructure at Berth 4, which will commence this year."

    PhilaPort received its first two super post-Panamax cranes at the Packer Avenue Marine Terminal after their ninety-day journey on board crane vessel Zhen Hua 16 from Shanghai, China.

    Manufactured by Shanghai Zhenhua Heavy Industries (ZPMC), the new cranes will be 13 feet (4 meters) taller than the neighboring Walt Whitman Bridge with its boom in the upwards position.

    The cranes were bought by PhilaPort and Packer Avenue Marine Terminal’s operator Astro Holdings as part of Governor Tom Wolf’s USD 300 million Port Development Plan to increase cargo-handling capacity and efficiency to meet the vessel size growth over the past decade. Each crane has cost USD 12 million.

    The new container gantry cranes are capable of discharging containers from Ultra Large Container Vessel (ULCVs) ranging from 10,000 to 20,000 TEU container capacity.

    Crane specifications:

    • Cranes height [boom up]: 391 ft.
    • APEX of crane [height; boom down]: 252 ft.
    • 32 stories high [boom up]
    • 21 stories high [boom down]
    • Weight of each crane: 3,368,659 lbs. (1,528 metric tons)

    “For over a year we have been working hard to prepare the terminal for these cranes and it is great to see them here,” Jeff Theobald, Executive Director and CEO of PhilaPort, said.

    “Last year we hit an East Coast record of 19 pct container growth. To sustain that type of growth, these new cranes are a necessity.”

    “The cranes allow us to handle more cargo from bigger ships, and since we’re already setting records for cargo growth at Packer, the cranes are arriving not a moment too soon,” Tom Holt, Jr., President of Astro Holdings, the Packer Avenue terminal operator, said.

    In the first quarter of 2019, PhilaPort plans to add two more identical cranes and Astro Holdings another one crane at Packer Avenue Marine Terminal, bringing the total number of cranes at Packer Avenue Marine Terminal to seven.

    Dubai-based port developer DP World has won a 30-year concession with an option of a further 20-year extension for the management and development of a greenfield multi-purpose port project at Banana, Democratic Republic of the Congo (DRC).

    The Port of Banana will be the first deep-sea port in the country along its small coastline of 37 kilometres, which currently only has the riverine port of Matadi.

    Under the deal, DP World plans to set up a joint venture with 70 pct control with the government of DRC holding a 30 pct share, to manage and invest in the port.

    The first phase of the greenfield project, with an estimated initial investment of USD 350 million, will include a 600-metre quay and 25-hectare yard extension with a container capacity of 350,000 TEU and 1.5 million tonnes for general cargo, DP World said.

    The construction is expected to start in 2018 and will take approximately 24 months to complete.

    The initial investment of USD 350 million will be spread over 24 months and the total project cost of more than USD 1 billion over four phases will be dependent on market demand for the port, industrial and logistics zone infrastructure, DP World said.

    The development gives the Democratic Republic of the Congo the opportunity to reduce its dependency on the neighbouring countries’ ports.

    “ Investment in this deep-water port will have a major impact on the country’s trade with significant cost and time savings, attracting more direct calls from larger vessels from Asia and Europe, and ultimately acting as a catalyst for the growth of the country and the region’s economy, “ Sultan Ahmed Bin Sulayem, Group Chairman and CEO, DP World, said.

    As explained, for DP World, the investment in Congo is part of the company’s push to enlarge its footprint in Africa and promises to deliver attractive returns to shareholders over the longer-term.

    “The Port of Banana will offer the first deep-water port to the Democratic Republic of the Congo that will dramatically improve the cost and time of trade as the majority of the cargo is still handled by neighbouring countries,” Jose Makila Sumanda, Vice Prime Minister and Minister of Transport and Communications, Democratic Republic of the Congo, said.

    “The project will provide us with a first-class marine facility comparable to other African countries in terms of capacity, draft and ability to handle the latest generation of vessels.”

    Separately, the company reported that it has signed two framework agreements with the government of Kazakhstan relating to the acquisition, governance and management of Special Economic Zones (SEZ) in Aktau and Khorgos.

    Following the agreements, DP World now plans to acquire a 51 pct stake in the Khorgos SEZ and 49 pct in the Aktau SEZ in line with the development of the New Silk Route and the Belt and Road Initiative.
