    The governments of China and Argentina have signed an agreement that paves the way for a third Canadian reactor to be built at Argentina’s Atucha nuclear power plant, and effectively voids an agreement made with Russia earlier this month that included a proposal from Russia to build Atucha III.

    The agreement was signed last week by President Xi Jinping of China and President Cristina Fernandez de Kirchner of Argentina during a conference in Buenos Aires. State-owned China National Nuclear Company will work with utility Nucleoelectrica Argentina, which holds the technology rights for Candu reactors. Candu Energy is a subsidiary of SNC-Lavalin Group, which is headquartered in Montreal.

    Under the agreement, CNNC will provide goods and services under long-term financing provided by China. CNNC operates two Candu 6 units at its Qinshan plant in China’s Zhejiang province. The two companies will work together on the engineering, operation and maintenance of reactor pressure tubes as well as the manufacturing, licensing and storage of nuclear fuel. Nucleoelectrica Argentina will operate the plant once it has been completed.

    But the agreement extends beyond a new reactor at Atucha. It calls for the transfer of Chinese technology to Argentina, which means Argentina could act as a technology platform, supplying third countries with nuclear technology, according to World Nuclear News.

    The new reactor would bring Atucha’s generating capacity up to about 2,000 megawatts, about double its current capacity. While construction began on a second reactor at Atucha in 1981, but was delayed for 18 years as a result of political and economic volatility. Atucha II began generating power just last month. Argentina may also add a fourth and fifth unit to the nuclear complex, a plan that was addressed in the earlier Russian agreement, but may go to China now that it has bagged the Atucha III deal.

    At 1,144 tons, shipment one of heaviest transported on Pacific Service line

    Austral Asia Line (AAL) delivered a pair of LNG tanks and an engine for the world’s first LNG-powered container vessels. The cargoes were loaded at Masan in South Korea and shipped to General Dynamics’ NASSCO’s shipyard at the Port of San Diego in California, where two new Marlin-class vessels are under construction for TOTE.

    With a combined weight of 1,144 tons, the shipment was one of the heaviest handled by AAL on its Pacific Service, the carrier said in a statement. Each tank weighed 380 tons and measured 26 meters long and 8.3 meters wide. These massive stainless steel cryogenic tanks were manufactured by Cryos and will store liquefied natural gas on the new Marlin-class ships.

    The Doosan-built main engine weighed 384 tons and was 12 meters long and 5 meters wide. The cargoes were loaded on AAL’s A-Class AAL Singapore, a 31,000-deadweight-ton vessel with a combined lifting capacity of 700 tonnes from its twin 350-tonne onboard cranes.

    The first Marlin vessel is about 40 percent complete, according to NASSCO. Construction began on the second vessel earlier this year in May. Delivery of the two ships is scheduled for late 2015 and early 2016.

    Retrieval pit digging already behind schedule

    Workers in Seattle have encountered difficulties in digging a 120-foot retrieval shaft, which will allow for a crane to lift the tunnel boring machine Bertha’s front end to street level and begin making necessary repairs. Bertha has been largely idle since December 2013 when its main bearing was damaged.

    Seattle Tunnel Partners, the contractors responsible for the Alaskan Viaduct Replacement, released its repair plans in June. Installation of a concrete ring in the retrieval shaft was on schedule as of late June, but subsequent work has slowed, according to a report from The Seattle Times. Washington State Department of Transportation has not yet released details of the problem, but it is expected to do so this week. The update will include an update from Seattle Tunnel Partners.

    Seattle Tunnel Partners scheduled a Bertha’s restart for March 2015, a deadline it may still be able to meet because of extra days built into the repair timeline. In fact, a March restart is likely, Matt Preedy, deputy Highway 99 director for WSDOT, told a City Council waterfront committee meeting last week, unless some kind of unexpected damage is found when Bertha’s drive parts are disassembled. Crews are working 24 hours a day, seven days a week on the access shaft.

    STATE-OWNED China Shipping Container Lines (CSCL) has announced several loans totalling of US$430 million to improve working capital.

    Some $200 million will come from its parent conglomerate, China Shipping Group (CSG) and $100 million from CSCL HK, its wholly-owned Hong Kong subsidiary, according to an exchange filing.

    "The loan will be mainly used for replenishment of CSCL HK's liquidity and increase its cash flow, which in turn will serve to enhance its ability to continue as a going concern," said the filing.

    Separately, CSCL said it plans to borrow $130 million from the Australia and New Zealand Banking Group (ANZ) the third largest bank in Australia.

    From Port of Veracruz, Mexico, to Misurata, Libya

    Tuscor Lloyds handled the transport of 80 tons of plant equipment from Mexico to Libya.

    The cargoes included asphalt plant machinery and a scalping screen, which were shipped as ro-ro cargo on specially manufactured trailer chassis. Due the the nature of the chassis and cargo, the pieces could not be top-lifted, Tuscor Lloyds said in a statement.

    Once cargoes were loaded onto a vessel at the Port of Veracruz, the chassis were secured using heavy duty ratchet straps. The ship sailed to the Port of Antwerp where the equipment was loaded and lashed
    to a second vessel for the voyage to Misurata.

    TAIWAN's Evergreen Line is to resume services of direct connections to Far East-Southern Red Sea in a joint service with CMA CGM, UASC and CSCL on their REX 3/ARC 2 service following its suspension of services three years ago.

    The re-branded ARC service will deploy seven vessels downsizing from the 6,000-7,000 TEU range to vessels of 4,250 TEU.

    ARC turns in 49 days and rotates through Xiamen, Shenzhen-Yantian, Shenzhen-Shekou, Port Kelang, Djibouti, Jeddah, Port Sudan, Djibouti, Port Kelang and back to Xiamen.

    The first sailing from Xiamen was scheduled for July 24 deploying the 4,404-TEU CMA CGM Amber, according to Alphaliner.

    The reviving of the service will complement its existing Far East-Red Sea service (FRS) jointly operated with Cosco to focus on northern Red Sea ports.

    Evergreen's closure of its 'REX 3/SRS 2' service in May this year will be compensated by its new slot arrangement with UASC allowing it direct connections to Far East-southern Red Sea.

    Siemens Energy will supply a dozen wind turbines for Süderlügum wind farm in Schleswig-Holstein, located about 20 kilometers from the North Sea coast in northern Germany. The 3-megawatt turbines will provide the publicly-operated facility with 36 megawatts of installed capacity. The direct drive units can produce power in both windy and still conditions by using reactive power.

    “This option enables the wind turbines to stabilize the alternating current power grid when no wind is blowing, by producing reactive power and feeding this power into the grid,” Reinhard Christiansen, one of the wind farm’s managers, said in a statement.

    Siemens will install the turbines late this year.

    This onshore order from the coastal region of Nordfriesland is the third project with Siemens to be implemented by Christiansen, who manages the publicly-operated wind farm business together with Horst Leithoff and Peter Steffens. Siemens turbines were installed at the Grenzstrom Vindvedt and Ellhöft wind farms.

    Entire project to be completed in five years

    Nicaraguan officials have revealed further details about the construction of its US$40 billion inter-ocean canal. The route extends from the southeastern coastal city of Brito to the mouth of Punta Gorda river in the Caribbean, passing through more than 105 kilometers of Lake Nicaragua.

    The Great Canal Commission and representatives of the Chinese HKND Group, who have the rights to build the canal, made it clear Nicaragua would retain jurisdiction of the the route. The canal route would remain Nicaraguan, not Chinese, territory, Telémaco Talavera, a member of the commission, said in a press conference covered by La Prensa. But territorial ownership is not the only concern about the ambitious project.

    During the commission meeting last week, members of the Indigenous Monéxico Council of Nicaragua protested the project. They fear the canal could jeopardize natural resources and destroy their cultural heritage.

    At the meeting, a concern was also raised about the possible contamination of Lake Nicaragua with salt water from the Pacific and Atlantic oceans. Talavera said planned floodgates would prevent such contamination.

    As previously announced, work will begin in December of this year. Initial construction will consist of building a new port in Brito, which will provide access for the heavy equipment and components needed to build the canal. In all, the project includes two ports, bridges, an airport, a free trade zone, a tourist center and road development. The committee also said the Nicaragua Canal will be completed in five years, which means it should be operational by the end of 2019.
