    Development of the Tengiz oil field in Kazakhstan has been approved by energy firm Chevron and its partners, creating significant opportunities for project cargo transportation in the near term.

    The consortium behind the project this month approved both the Future Growth Project, or FGP, and Wellhead Pressure Management Project, or WPMP.

    The project will be of "strategic importance" to the region, according to consultancy Wood Mackenzie, and is one of the of the largest global investment decisions of the last 10 years, with anticipated capital costs of US$36.8 billion

    “FGP-WPMP is critical for both the Tengizchevroil (TCO) consortium and Kazakhstan. Economics of Tengiz expansion are challenging, but the super-giant Kazakh field remains a key asset in Chevron's portfolio. This has never been done on such a scale and will require installation of high-cost compressors,” said Samuel Lussac, research manager at Wood Mackenzie.

    Given the huge investment in infrastructure required for the project and long-term oil price assumptions however Wood Mackenzie predicts that FGP-WPMP economics are marginal at present.

    AirBridgeCargo Airlines (ABC) has introduced a weekly freighter service to Phnom Penh in Cambodia, with effect from July 5.

    The new service will arrive in Cambodia from Moscow's Sheremetyevo International Airport via Singapore, and will return directly to Moscow.

    ABC says that the route will accommodate trade lanes from Cambodia to Europe and the USA, as well as complementing its existing Singapore flights.

    "Against the backdrop of China's slowing export growth, the Cambodian market looks appealing with double-digit growth in 2015, supported by ambitious airport development plans," said ABC's senior vice president, marketing and sales, Robert van de Weg.

    Operating the new service with its B747 freighter, ABC says that it offers over 100 tonnes of cargo capacity, in addition to nose loading capability for outsize cargoes.

    Construction of a new ro-ro berth has begun at the Port of Cuxhaven in Germany.

    On completion, berth 9.3 will have a 115 m long by 55 m wide ramp capable of handling heavy lift shipments weighing over 1,000 tonnes, according to port operator Niedersachsen Ports.

    Niedersachsen Ports began developing Cuxhaven as an offshore hub in 2008, with the construction of berths 8 and 9 - which will have a total quay length of 1,340 m and offer water depths of up to 11.6 m.

    The upgraded port will also include a 20 ha factory area, capable of storing several wind turbine components. All surfaces and quays have been designed to offer heavy lift capability.

    HLPFI reported on June 17 that construction of Siemens' new manufacturing facility for offshore wind energy equipment had also begun in Cuxhaven.

    New regulation requiring the gross mass of a container to be verified before it is loaded onto a ship enters into force today, July 1.

    According to the International Maritime Organization (IMO), it will assist in ensuring that the millions of containers carried on ships each year are optimally stowed, thereby helping to prevent container stacks collapsing and containers being lost overboard, and the associated injury and loss of life.

    In 2011, the IMO and United Nations began to develop verified gross mass (VGM) measures in response to concerns expressed by member states and the shipping industry, following a number of incidents involving loss of containers and container ships.

    According to the amendments to SOLAS regulation VI/2, now in force, either of two methods can be used to verify the gross mass of packed containers.

    The first method involved weighing the packed container using calibrated and certified equipment.

    The second involves weighing all packages and cargo items - including the mass of pallets, dunnage and other securing material to be packed in the container and adding the tare mass of the container to the sum of the single masses - using a certified method approved by the competent authority of the state in which packing of the container was completed.

    The shipper must ensure that the VGM of each packed container is stated in the shipping document. This document, signed by the shipper or his representative, must be submitted to the master or his representative, and to the terminal representative, in good time for the ship stowage plan to be drawn up. If not, the container shall not be loaded onto the ship.

    IMO states that member states, shippers and shipping industry have been preparing for implementation of the new requirement since it was adopted in 2014. However, there has been widespread confusion regarding the implementation of the new rules.

    In April a collective appeal was made to authorities by European shippers, freight forwarders, port authorities and terminal operators for a coordinated implementation of the new regulation amid concern.
