    Qatari government officials have heard recommendations to improve heavy transport regulation in the country. The findings were delivered as part of a report to the cabinet by special transport committee members.

    The new report makes a number of suggestions including:

    • Creation of a database of heavy transport owners in the country.
    • Closer regulation of rental agreements.
    • Framing rules for the nationalization of heavy transport activities.

    The proposed database would include details of individuals, companies and commercial institutions operating in the heavy transportation sector. There would also be provision to store registration details of all vehicles, heavy machinery and equipment operating in the sector.

    The committee further suggested the development of a unified model for contracts related to the rental of heavy transport equipment or machinery.
    Prior to making their recommendations the committee considered input from the Qatari Ministry of Interior, Ministry of Transport and Communications and Qatar’s Chamber of Commerce.

    Qatar sits on the third-largest gas reserves in the world after Russia and Iran, with 896 trillion cubic feet of natural gas. As a result, the wealthy Middle Eastern state has been able to finance numerous large-scale infrastructure projects and has become a center for project cargo and heavy-lift shipments.

    The Ports of Indiana handled over 12.2 million tonnes of cargo in 2015, surpassing 2014's record volume by nearly 18 percent.

    Shipments of coal, steel, bulk commodities and ethanol-related products helped drive significant increases in annual cargo volumes at the three Ohio River and Lake Michigan ports, said the Ports of Indiana.

    While shipments of steel doubled at the Port of Indiana-Jeffersonville, it was project and heavy lift cargoes that drove the Port of Indiana-Burns Harbor's growth, as it recorded its second highest cargo volumes in over two decades.

    "While we savour the victories our port companies achieved in 2015, we are mindful of the challenges they continue to face with the pressure on fossil fuels and steel prices," said Ports of Indiana ceo Rich Cooper.

    "Despite the difficult economy, steel shipments at our ports still reached an all-time high in 2015 with many of our 28 steel companies processing steel for the record number of new cars and trucks sold by the US automobile industry last year."

    Cutbank Ridge Partnership has awarded Fluor Corp. a contract to execute the engineering, procurement and construction management for its Saturn 15-27 Phase 2 sweet gas plant project near Dawson Creek, Canada.

    The project is part of the Cutbank Ridge Partnership Program to develop natural gas and natural gas liquid, or NGL, production. Fluor is already executing the EPCM of two similar projects under the same program, Sunrise 04-26 and Tower 03-07.

    The new facilities will receive sweet natural gas, remove water and hydrocarbons, chill and compress the gas to meet transmission pipeline requirements and recover NGL from the gas streams.

    It is expected that the plants will have the capacity to process a combined additional total of 800 million cubic feet of gas per day.

    “Fluor has been supporting these projects since the initial conceptual stages, and we look forward to taking them through the EPCM phase and delivering the completed facilities,” said Jim Brittain, president of Fluor’s energy and chemicals business in the Americas.

    “We will leverage the best practices and synergies gained from each of the projects to deliver capital-efficient solution to the Cutbank Ridge Partnership.”

    Chinese state-owned energy giant PetroChina Company reportedly will increase output at its Tarim oilfield by almost 7 billion cubic meters.

    The firm is reported to be making arrangements to increase the annual gas yield from the site to 30 billion cubic meters by 2021, up from the current 23.55 billion cubic meters.

    Estimates suggest that the site has extensive reserves of up to 1.85 trillion cubic meters and gas from Tarim already feeds around one-sixth of Chinese natural gas demand.

    A significant increase in natural gas output from the Tarim oilfield is likely to require further investment in infrastructure both for drilling and transportation of the gas. This in turn may represent significant opportunities for international project cargo and breakbulk specialists over the next four years as output grows.

    “The oilfield will also produce 6 million tonnes of crude oil and explore an average of 100 million tonnes of oil and gas equivalent every year from 2016 to 2020,” a Tarim company spokesperson said in a statement.

    In recent months, PetroChina has indicated a willingness to open up tightly controlled resources to international firms by signing a 30-year agreement with U.S. oil firm Chevron Corp. to "share natural gas production" in Chongqing and Sichuan regions in southwest China.

    Sustained low oil prices may soon provide a boon for project cargo and breakbulk operators required to help with decommissioning unprofitable oilfield projects in the North Sea, according to a report from consultant Douglas-Westwood.

    The report, North Sea Decommissioning Market Forecast 2016-2040, suggests that a "huge tonnage" of infrastructure may soon need to be removed from sites in the North Sea.

    The report’s authors state a number of life extension work projects at North Sea platforms "no longer make commercial sense," and as such up to 146 platforms will be removed from the UK between 2019 and 2026.

    The cost to remove these platforms is estimated at US$50 billion or above, creating large contracts for specialist firms able to carry out the highly technical work.

    Given the high price tag, Douglas-Westwood suggest that there is potential for significant savings through the use of super heavy-lift vessels. The report’s authors believe the use of super heavy-lift vessels will lead to savings of up to US$7 billion.

    The average age of platforms in the UK is more than 20 years, meaning that costs are high and production remains expensive compared with newer competitors.
